Understanding Phase I & II ESAs

Phase I Environmental Site Assessment (ESA) is typically the first step in evaluating potential environmental issues on a property.
Phase I ESA Overview
A Phase I ESA is a non-intrusive investigation of the property’s history, usage, and surroundings. It includes:
A site visit and visual inspection
Interviews with current or past owners and occupants
Review of public records and environmental databases
Analysis of historical aerials, maps, and city directories
The goal is to determine whether Recognized Environmental Conditions (RECs) exist—conditions that may indicate the presence or likely presence of contamination.
If no RECs are found, the Phase I is complete, and no further action is required. However, if RECs are identified, a Phase II ESA may be recommended.
Phase II ESA Overview
A Phase II ESA involves physical testing—typically soil, groundwater, or vapor sampling—to confirm whether contamination is present. This phase is more technical and requires environmental professionals trained in sampling protocol and regulatory compliance.
A Phase II might include:
Soil borings or test pits
Groundwater monitoring wells
Laboratory analysis of samples
Comparison with state and federal cleanup standards
The results provide critical data that can help you:
Make informed purchase decisions
Plan appropriate mitigation or remediation
Limit liability and meet lender or regulatory requirements
