Lead Testing Services

What Is Required?

Before undertaking renovations, repairs, or demolitions in buildings constructed before 1978, a certified lead-based paint (LBP) inspection is often required. Federal law, under the EPA’s Renovation, Repair and Painting (RRP) Rule, mandates that property owners and contractors determine whether lead-based paint is present before beginning work that could disturb painted surfaces.

In certain cases—particularly for government-owned buildings, schools, or multi-family housing projects—state and federal regulations require a full lead inspection conducted by a licensed inspector. Failure to comply can result in fines, project delays, and potential legal exposure.

Testing must be performed using EPA-recognized methods, including X-ray fluorescence (XRF) analysis or laboratory sample testing. Champion Environmental Consulting provides lead inspection services that meet all applicable EPA, HUD, and OSHA requirements.

what is it

What Is Lead-Based Paint?

Lead-based paint refers to any paint or surface coating that contains a significant concentration of lead, historically used for its durability, moisture resistance, and color retention. In buildings constructed before 1978—the year residential use of lead-based paint was banned in the United States—lead-containing coatings were common in both exterior and interior applications.

When intact, lead-based paint may not pose an immediate hazard. However, when deteriorated, disturbed during repairs, or improperly removed, it can release toxic lead dust and chips into the environment, creating a serious health risk.

Where Lead May Be Found

where

Lead hazards are not limited to visible paint surfaces. Potential sources include:

  • Window frames, sashes, and sills

  • Doors and door frames

  • Stairways, banisters, and railings

  • Exterior siding and trim

  • Interior walls and ceilings

  • Porches, columns, and fences

  • Soil adjacent to painted surfaces

In some cases, lead-based paint is buried under layers of newer paint, making professional lead testing essential before beginning any invasive work.

Understanding the Risk

risk

Lead exposure is particularly dangerous to young children, pregnant women, and vulnerable populations. Even low levels of lead in the blood can result in developmental delays, neurological damage, and behavioral issues.

Workers in environments containing lead-based paint are also at risk if proper containment and personal protective measures are not implemented. In commercial and public settings, building owners may be held legally responsible for exposure incidents if they fail to test or disclose known hazards.

A certified lead inspection helps protect building occupants, workers, and ownership groups from preventable exposure risks and regulatory violations.
